Quebec City, January 29, 2025 – Micrologic, the manufacturer of Quebec’s and Canada’s leading sovereign cloud, will be heard today at the National Assembly of Quebec for special consultations on Bill 82: An Act respecting the national digital identity and amending other provisions. The Quebec company encourages the government to reconsider how national digital data is managed by adopting the digital sovereignty principle and establishing minimum thresholds for contracts awarded to Quebec companies.

As part of a brief tabled with the committee, the company proposes a series of recommendations to protect the sensitive data of Quebecers. “Creating a digital identity is a tremendous opportunity to ensure that our data is hosted and controlled domestically, using Quebec expertise and subject to our laws. Now is the right time to adopt the concept of digital sovereignty and avoid giving excess access to our data to US tech giants, while we have sustainable infrastructures and all the required expertise. It’s also an ideal opportunity to give the Ministère de la Cybersécurité et du Numérique a key role in promoting the sound allocation of data among qualified local providers,” stated Stéphane Garneau, CEO of Micrologic.

Considering the current geopolitical situation, with heightened international tensions, Micrologic points out that foreign providers are still subject to the laws of their country, despite their promises, and they cannot guarantee that our data will stay in Quebec or even in Canada. The company stresses the fact that Quebec and Canada are lagging behind in the matter, while elsewhere in the world, particularly in Europe, they have already adopted the digital sovereignty principle. The Quebec-based company says the stakes are high at this stage as the choices we are about to make will have implications for the next decade.

Bill 82, to create a national digital identity, is a unique opportunity to ensure that the data of Quebecers stays here and remains our property.

Main recommendations in the brief:

  • Enact the digital sovereignty principle into law
  • Guarantee that strategic information will be entrusted to Quebec companies
  • Impose a minimum threshold for contracts with local companies
  • Create a space for dialogue between government players and technology experts
