Renowned speakers, such as Anne Nguyen, Director of AI at the Conseil de l’innovation du Québec, Vanessa Henri, a lawyer specializing in data governance and Jean-François Harvey, Director of Quebec Affairs at the Canadian Council of Innovators, discussed various issues surrounding data protection, AI and barriers to innovation in Canada.
In his opening remarks, Micrologic President Stéphane Garneau invited the IT decision-makers and experts in the room to reflect on the consequences of entrusting virtually all of our data to foreign digital giants: “Are we comfortable with the fact that IT as a whole belongs to three or four global giants? . . . These companies have a monopoly on knowledge.”
Mr. Zappa asked whether governments have the leeway to favour local companies over foreign competitors when it comes to data hosting. He pointed out that in other cases in the past, public authorities had claimed to be bound by international law to issue a public call for tenders on the international market. Lawyer Vanessa Henri explained that “exceptions are certainly possible, for example, for national security purposes” and that it is something “we see every day.”
For his part, Jean-François Harvey stated that Canada must adopt a strong industrial policy to support high value-added sectors and drive their growth for the good of the entire economy. “If we want to generate wealth, improve our productivity and propel our economy into the 21st century and beyond, we need to take concrete steps to identify our sectors, strengths and priorities.”
Lastly, Anne Nguyen shared the importance of promoting emerging technologies such as artificial intelligence and improving proficiency in using these tools, both among the general public and within governments.
